Emissions Test Requirements - Bernalillo County

The information below has been provided by the Albuquerque/Bernalillo County
Vehicle Pollution Management Division (VPMD).

Emission Test Guide
- 1977 and newer vehicles up
to 10,000 lbs. GVWR must be tested every two years.
- Change of Ownership
A valid test certificate is required for registration. Vehicles
tested within the past 90 days may receive a free retest at 1500
Broadway NE.
- Commuter Vehicles
Vehicles entering Albuquerque/Bernalillo County 60 or more days per
year require a test.
- Failed Test
The inspection form will indicate the reasons for failure.
Documented repair costs or estimates of $300 or more may be eligible
for a time extension.
- Free Retests
Free retests are available following vehicle repair at 1500 Broadway
NE from 8:00 to 4:30 Monday thru Friday.
- Time extensions
Time extensions for repair are not automatic. They are limited to
one per vehicle for repairs exceeding $300. The vehicle, failed test, and repair receipts or estimate must be taken to the headquarters station to apply
for a time extension.

Headquarters Retest Facility is located just south of the traffic
light at Odelia (Indian School Rd). Take the Martin Luther King Jr.
exit off I-25 into downtown, then right on Broadway and continue
north past Lomas and Mountain to 1500 on east side
Exempt Vehicle Guide
- Alternative Fuel Vehicles
that can only operate on compressed natural gas (CNG) or propane
(LPG) are exempt. Bi-fuel and flex-fuel (E-85 ethanol) vehicles
require regular testing.
- Diesel Vehicles
are exempt until January 2013. Vehicles over 10,000 lbs. do not require
a test or
exemption, regardless of fuel type.
- Hybrid-Electric Vehicles
are exempt until January 2012.
- Motorcycles
do not require testing at this time.
- Moved Out of County
Federal law requires that vehicle owners requesting an exemption
based on moving out of Bernalillo County must provide proof of
physical residence. Vehicles that will continue to be used to
commute into Albuquerque are not eligible for the exemption.
- New Vehicles
are exempt for four years or until change of ownership.
- Out of State
due to military, student, or temporary employment may be
eligible for a waiver. Call VPMD or log on to the web site
listed below for forms and instructions.
- Weight
Vehicles with a gross vehicle weight rating (GVWR) over 10,000
lbs. are exempt regardless of fuel type. Please do not send
these vehicles to VPMD. Record or correct GVWR during VIN
inspection in order to exempt vehicle by weight.
