Who has to get a Certificate of Public Convenience and Necessity?

For-hire intrastate motor carriers of passengers and household goods must obtain a Certificate of Public Convenience & Necessity from the NM Public Regulation Commission (NMPRC). Such motor carriers includes the following:

  • Shuttle services
  • Taxi Services
  • Limousines
  • Bingo and Casino Bus or Van Services
  • Tour and Sightseeing Services
  • Ambulance Services

Intrastate motor carriers of passengers and household goods must submit an application for a Certificate of Public Convenience and Necessity to the NMPRC. They must appear before the Commission at a formal hearing before they are granted the Certificate and must supply a tariff listing their charges for services.
